The extension of the war

President Bush wrote to his opposite numbers in Libya and Syria ordering them to “either destroy their weapons of mass destruction, or watch them being destroyed by the United States – everything will be destroyed without discussion”. On 6 May 2002, the Director of Disarmament for the State Department, John Bolton, designated Libya, Syria and Cuba as the next targets. Libya – which was already under embargo – decided to play for time, while Syria refused to disarm unilaterally and prepared for war. There was no further talk of Cuba.

Baghdad had hardly fallen when Congress began debating the next move. The ex-leader of the Lebanese Christians, General Michel Aoun, came to give testimony against Syria before Congress, accusing it of protecting numerous terrorist organisations – none of which he named. The war against Damascus was voted, then ratified by President Bush, on 12 December 2003. This was the Syrian Accountability Act, drawn up on the model of the Iraq Liberation Act of 1998. As for Muammar Gaddafi, he announced, on 19 December, that his country renounced all of its weapons of mass destruction, and accepted the principle of international inspections.

During the offensive in Afghanistan, Secretary of State Colin Powell created the US-Middle East Partnership Initiative (MEPI). This office was so important that it was directed by Liz Cheney, the daughter of Vice-President and member of the alternative government, Dick Cheney. His civil servants worked in collaboration with those of the Department of Commerce (for access to and control of the Internet) and the National Endowment for Democracy (NED), the common agency of the secret services of the “Five Eyes” group. On the occasion of the 20th anniversary of the NED, President Bush confirmed that the Middle East and North Africa were the strategic priority. The objective of MEPI was to “democratise” the governments of certain allied States (Saudi Arabia, Bahrain, Egypt, Tunisia and Yemen) in parallel with the preparation of wars against the revolutionary states (Libya, Syria).

The idea that it is possible to “democratise” from the exterior, not only the institutions of a state, but the political practises of a People, is quite simply contradictory and grotesque. For the Trotskyists who run the NED, it is the old fantasy of “world revolution”. The peoples, countries and histories do not matter, the revolution is for all, and the power is for the revolutionary elite. During the Bolshevik revolution, Leon Trotsky and his secretary were encouraged by the British to massacre their compatriots on a massive scale, thus weakening Russia. In the Greater Middle East, his US disciples followed in his footsteps – spouting extreme-left wing gibberish, they organised massive crimes in the service of imperialism.

On the ground, the MEPI programme was exclusively administered from Tunis or Abu Dhabi. The US embassies in Tunisia and the Emirates were built for the occasion – these are huge buildings, isolated from areas which may be used for demonstrations, hyper-secure and including underground installations which are much larger than the visible structures.
